B: One case - a Pakistani asylum seeker. Can't speak English or Chinese. Arrived HK 2015; worked for Lucky about 1 month (delivering "goods"); about 10pm on Sep 14 near Jordan Rd exit of Austin Station he was given a parcel containing 173 grams of cocaine by Lucky...and told to take taxi to S. Shui Po ....with Lucky giving instructions to taxi driver where to go and whom to look for (.. a Chinese man). But as soon as Pakistani man got out of the taxi, a large group of policemen was waiting for him and arrested him and took him to Cheung S. Wan police station. He had been set up by Lucky. All of his deliveries for Lucky were to Chinese men.

C: Another Pakistani asylum seeker:
- arrested 2014-03-20, drug trafficking (693grams of cocaine), due out 2023.
- arrested Tuen Mun inside taxi after set up by Lucky with assistance of a Bengali man.
- first met Lucky at Castle Peak Correctional Institution (C.I.C.) Tuen Mun.
- worked for Lucky c.3-4 months......received drugs from Bengali ..then Lucky would phone with delivery instructions...mainly to Tuen Mun or Sham Shui Po.

D: At one stage Lucky asked a Pakistani man who had HK ID to rent a unit in 200 Nathan Road. Lucky used the house to store drugs.

E: Letter from an Indonesian woman, an asylum seeker, set up by Lucky:

- first met Lucky at Lan Kwai Fong, Central...Lucky offered him job - $700 per day plus protection
- worked for Lucky about 3 and a half months ... jobs almost every day
- Lucky would phone with instructions where to get drugs and where to deliver.
- Lucky sometimes would put drugs into his hand
- set up Dec 10: Lucky phoned him to go to Sham Shui Po to get drugs from a black guy ... police arrested him as soon as he received drugs; black guy not arrested

H: Another Pakistani asylum seeker:
- first met Lucky at Ma Tau Kok Immigration Centre
- sentenced 2015-04-28 for drug trafficking;
- did about 4-5 jobs for Lucky, mainly getting drugs from black men as instructed by Lucky; then told Lucky "I don't want to do any more"
- at which Lucky said "come tonight for meal and I'll give you some money after you do one last job....get drugs from behind snooker club in Mody Rd, TST, deliver to Tsing Sha Wan" (c. 25 grams of crac).
- was arrested on delivery....set up by Lucky

---------------------

N: It is difficult to process all the info about Lucky ... so many people involved...so many have similar names...some of the set-up people are inter-connected in the sense of setting each other up! There is even more information that could be added to the above. Can be done later.

O: With so much information and so many people willing to testify against Lucky, why don't they police arrest him? This is the big question. Answer: because he is an informer .... he provides regular victims to the police ... for which he gets protection ... and for which police get promotion. But isn't this illegal? Yes. So why does it happen? That is an even bigger question.

P: One inmate's futile attempt to get police to take action against Lucky sums up the whole situation. Note the huge amount of information he provides, yet it is still "insufficient to support a charge" - here and here

Q: One of Lucky's partners is Imran.

R:  In June 2019 a drug mule from Kenya successfully delivered to Lucky. He is still doing business.
